North Kensington Recovery: Wellbeing Support Lead

NHS West and North London Integrated Care Board (ICB) is seeking to appoint a Voluntary, Community and Faith Sector (VCFS) organisation, or group to deliver the North Kensington Recovery Wellbeing Support Lead role. This service forms part of the North Kensington Recovery Programme, which provides health and wellbeing support for communities affected by the Grenfell Tower fire. Service Overview The appointed provider will be responsible for coordinating and overseeing a community-based wellbeing offer, delivered through a grant-funded model and grounded in strong local relationships with Grenfell-affected communities. The role includes: • Designing and managing the allocation and distribution of funding to community-based wellbeing services • Supporting the development of clear and effective referral pathways • Promoting the wellbeing offer through trusted community networks • Ensuring services are high quality, culturally relevant, accessible, and responsive to changing need The service will be delivered in line with principles of trauma-informed practice and community-led recovery, with a strong emphasis on collaboration across the VCFS, NHS, and wider local system. Provider Requirements The ICB is seeking an organisation or partner organisations that can demonstrate: • Strong local connections and trusted relationships within North Kensington or similar experience • Experience of working with Grenfell-affected communities, including survivors and bereaved families or similar experience • A track record of delivering inclusive, culturally competent services • Experience of partnership working across VCFS, health, and statutory services • Organisational capability and experience to manage grant programmes and service oversight The contract will be for 3 years with a total contract value of £900,000. The start date of the contract will be 23 October 2026. This procurement is being conducted in accordance with the Procurement Act 2023 as a Light Touch process, utilising a single-stage procedure. The ICB is utilising an electronic tendering system (“E-Tendering Portal”) to manage this procurement and communicate with Tenderers. Best Start in Life Match Fund

Overview / requirement The Department for Education is procuring a Supplier to act as the Delivery Partner for the Best Start in Life Match Fund programme. The programme forms part of the Government’s commitment to ensuring every child has the Best Start in Life by transforming early years systems and supports Local Authorities to achieve the ambitions for early child development including through the Best Start Family Hubs programme through match-funded investment, capacity building, and learning and evaluation. The Best Start in Life Match Fund programme enables Local Authorities to establish and sustain Collective Impact partnerships with Backbone Organisations or functions. These partnerships strengthen local delivery by providing dedicated coordination, aligning partners across the system, and building the operational infrastructure required for effective collaboration. This approach is designed to help integrate services into a coherent system, and improve outcomes, reduce inequalities, and enhance the experience of families. A single Supplier (the Lead Supplier if acting on behalf of a Consortium) will be appointed on the basis of an initial Contract Period of three years, with the option for the Department to extend the Contract by up to two additional years on a one plus one basis. In its capacity as Fund Manager, the Delivery Partner will administer the matched funds passed through to the Backbone Organisations, manage relationships with Local Authorities and philanthropic Funders, and ensure robust governance, financial control and reporting. The Delivery Partner will also be responsible for ensuring that Knowledge Mobilisation Management and Evaluation Partner functions are delivered, either through its own delivery model or via Consortium partners or Subcontractors.

Social Work National Professional Development Offer

The Department for Education (DfE) is inviting applications from suitably qualified suppliers to join a closed framework to design, develop and deliver a national learning and development offer for Child and Family Social Workers in England. Call Off Contracts will be awarded annually through Call Off exercises that are detailed within the Framework Agreement throughout the Framework Term. The Social Work National Professional Development Offer Framework is intended to strengthen qualified child and family social workers’ development and support clearer, structured career pathways aligned to the specialist knowledge and skills required to more effectively support children and families. Delivery will be supported through an appropriate digital platform to enable flexible access, consistency of provision and scalability across the workforce. Suppliers will be responsible for the end-to-end delivery of the service, including programme design, development of learning content, delivery of training, digital hosting, user experience, and the provision of supporting resources and materials. The framework will operate for the term of 5 years and 11 months. Without prejudice to any other rights of termination set out in the Framework Agreement, the Department may terminate this Framework Agreement in whole by exercising a break option with effect from 31 August 2029. The framework agreement will be split into 2 Lots as follows: Lot 1 - the Early Career Development Programme (ECDP), the Family Help Team Manager Programme (FHTMP), and the Lead Child Protection Practitioner Programme (LCPPP). Each strand focuses on developing practice and management across key roles within the workforce. Lot 2 - the Leadership Programme (LP) and the Director of Children’s Services Leadership Programme (DCSLP), which is aimed at strengthening leadership capacity at senior levels. The estimated number of participants per programme will be approximately 2800 a year for ECDP, up to 500 a year for LCPPP, approximately 500 a year across 4 cohorts for FHTMP, up to 130 a year (65 in post + 65 aspirant) for LP and all new and interim DCS and a minimum of 20 aspirants for DCSLP annually, Numbers of participants are subject to demand and will be confirmed at Call Off stage. A maximum of three suppliers will be appointed to Lot 1 and a maximum of two suppliers for Lot 2. Suppliers may bid for, and be awarded, multiple lots or bid for a lot independently. The Department may make Changes to reflect variations in its requirements for the Services, including but not limited to where demand for the Services is greater than anticipated. Such Changes may include: (a) amendments to the volume or scale of the Services [and proportionate increases to the maximum value of this Framework Agreement and/or any Call-Off Contracts]; and (b) the introduction of an additional Lot or Lots into this Framework Agreement during its term, provided that any such Change does not materially alter the overall nature of this Framework Agreement. Step Up To Social Work Cohort 10 Emerging Talent Contractor

The Department for Education (DfE) is responsible for the Step Up to Social Work (SUSW) programme and is inviting applications from suitably qualified suppliers to bid for the opportunity to be the contractor to manage the application and assessment process for Cohort 10. SUSW is an established part of the social work sufficiency pipeline, training high-quality post-graduate students to become qualified, practising social workers. SUSW is a local authority led, accelerated, practice-focused route into social work. SUSW commenced in 2010 and runs every 2 years. There have been 8 completed cohorts to date, training 3,500 Social Workers. Cohort 9 (640 students) commenced in January 2026 and will complete March 2027. Programme Scope a) Develop a marketing plan and supporting materials with clear, consistent branding, ensuring alignment across all Regional Partnerships and coherence between local communications and the national strategy to maximise impact and reach. b) Design, manage and host a web portal allowing potential applicants to; - Register interest in the programme - Access information about the programme - Complete and submit applications. - Undertake an online written assessment - Book an appointment for the assessment centre, meet and greet and applicant support sessions. -The web portal should allow for at least 5,000 applications. c) Work with the DfE and Regional Partnerships (RP) to develop web content for the platform (web content from the previous cohort can be used). d) Operate a helpline (phone and email) for candidates applying for the programme during the application and assessment window (Feb 2027 – Nov 2027). The majority of queries will happen during the application window. d) Conduct eligibility checks on all applications (the majority of checks are automated), including verifying non-UK qualifications equivalency and eligibility to live and work in the UK using Home Office “share-code”. e) Allow Regional Partnerships to access the web portal to view/download and score applications. Allow for at least 30% concurrent users. f) Develop an applicant tracking system to manage candidates through the recruitment workflow managing at least 5,000 applications. g) Host a timed written exercise assessment on the platform. h) Host a booking process on the platform to allow applicants to book a slot for the assessment centre and manage this booking process. i) Support assessment centres in terms of providing a member of staff to support the RP in checking qualifications/directing people if required. j) Develop a candidate communications and engagement plan to keep candidates engaged and reduce drop out including notifying candidates of outcomes at each stage of the assessment process and manage the National Reserve List. k) Provision of ongoing management information on applications. l) Customer research measuring satisfaction of the recruitment process by both applicants and Regional Partnerships.
