A contract is required for a construction focused training and mentoring service to increase employability amongst young people aged 16 to 18 who are involved in, or at high risk of involvement in, serious youth violence across Hampshire and the Isle of Wight. The service will provide a structured and trauma informed training and mentoring offer that supports young people to prepare for entry into the construction industry. This will include accredited qualifications, industry informed learning and mentoring support focused on training, employment and other factors that may impact a young person's ability to sustain positive outcomes and lead crime free lives. Delivery of the service will be targeted at young people identified through police data and partner intelligence as presenting the highest risk of involvement in serious violence. The approach will combine practical skills development with consistent mentoring and wraparound support to strengthen engagement, build positive routine and increase readiness for employment or further training. The service will work closely with Youth Justice Services, police and other partners to manage risk, support safe participation and ensure that the intervention contributes to wider local priorities to prevent serious violence and improve long term outcomes for young people across Hampshire and the Isle of Wight. The service is deliberately targeting young people who are at high risk of being a victim or perpetrator of serious youth violence and the provider must be highly skilled in engaging this high-risk cohort and managing the risks posed.

Training Delivery Deliver a blended programme of systemic practice training, including: • Introductory courses to enable broad access. • Foundation-level training with progression opportunities • Intermediate (Year 2) provision, where appropriate • Leadership and management development programmes Training must be practical and skills-focused, strengthening relational, reflective and whole-family approaches. 3. Workforce and Partner Engagement The programme will be delivered across Children’s Services, including frontline practitioners, managers and senior leaders, and will support engagement with relevant multi-agency partners. 4. Embedding and Organisational Development The provider will support the integration of systemic practice into: • Supervision, quality assurance and audit processes • Leadership behaviours and service culture • Existing practice models and frameworks This includes developing internal capacity to sustain the approach beyond the contract term. 5. Delivery Model and Outcomes • Delivery will be through a blended learning approach and phased in line with the implementation plan. • The programme must achieve measurable improvements in workforce capability, consistency of practice, and outcomes for children and families. This is a strategic requirement focused on sustainable change rather than standalone training. Providers must demonstrate the capability to deliver systemic practice at scale within a local authority or comparable safeguarding environment. 6. Extension Options • It is Solihull’s intention to support the embedding of systemic practice and to further develop the skills of the workforce. Years 2 and 3 of this contract are conditional upon the allocation of Families First Grant funding to Solihull MBC. Confirmation of any extension will be issued annually once the funding allocation for that year has been confirmed. Advocacy Service. The Council has a duty to offer an independent advocacy service to care experienced young people, children subject to a child protection plan and children in need. The main purpose is to empower and enable young people to have a voice by providing independent information, advice, support and advocacy. PCH are seeking an experienced contractor(s) to undertake an initial phase of work to review and redesign the “front door” to Adult Social Care (ASC) at Hackney Council. The consultancy will review and assess the current (“as is”) model, identify inefficiencies and fragmentation, and propose a future-state model aligned with best practice, digital innovation, and Hackney’s strategic objectives. A Strong, professionally led response to requests for support is a requirement from the redesign. This work will be the first stage of further, longer term work to address the ‘front door’ re design. It will need to give Hackney a strong foundation and an evidence-based analysis to present back to key stakeholders, enabling them to move this work forwards The contractor will be required to undertake a full review of the present front door experience, including mapping all entry points and subsequent ‘journeys’ from that point. From this, the contractor will be required to map issues and areas of the current system that lead to poorer experiences for citizens. This can then be mapped against a further requirement of ‘best practice’ examples from comparable authorities, with a set of recommendations of how this work can be progressed to the next stage. Outcomes - A roadmap for change, that brings together all the learning and outlines key steps and risks. The final report is presented in a way that can be used to present evidence of need for change to stakeholders, showing the picture ‘as is’ and what could be achieved. Mid-point findings; this would be after Stages 1 and 2 and would be a report, presented at a meeting with PCH and Hackney. Final Reports; Report(s) encapsulating all the work undertaken and showing a possible future operating model. There may be more than one final report, as there are different audiences for the findings and so it will need to be available to suit each one.
