Homelessness can lead individuals and their families and friends into a cycle that can have a profound effect on all aspects of life. It is not just a lack of accommodation; homelessness can affect our physical and mental health and wellbeing, educational achievement, ability to gain and sustain employment and puts pressure on personal and family relationships. The impact of homelessness devastates lives, and it is often a long journey for an individual to build their life up again. Being at risk of, or losing a home, can be the result of many different structural or personal factors. Unless these factors are addressed, the ability of an individual to become resilient and improve their chance of a positive future is greatly reduced, placing them at risk of becoming trapped in a cycle of homelessness. The County Durham Homelessness and Rough Sleeping Strategy (2024-2029) was adopted in July 2024. The strategy was written following a robust review of homelessness across the County. Due to the Council's statutory duties under homeless legislation, the number of households meeting the requirement for temporary accommodation has increased significantly over recent years. From approximately 48 households in 2018/19 to almost 140 households in early 2025. The number of verified rough sleepers within the county remains consistent at approximately 15 per single night. Total presentations from rough sleepers in the first three quarters of 2024/25 were 213 compared to 182 in the first three quarters of 2025/26. Durham County Council recognise the need for a holistic, trauma-informed accommodation support model that will help to create a pathway of provision for single people who are rough sleeping and present with multiple vulnerabilities or who are at high risk of sleeping rough. A tailored, person-centred, accessible package with a range of rapid interventions is required so that individuals can exit rough sleeping quickly and sustainably.

This contract will be divided into four separate lots to ensure specialist advocacy support is available for different groups of people who require assistance to have their voice heard, understand their rights, and participate in decisions about their care and wellbeing. Lot 1: Mental Health Advocacy This Lot relates to the provision of statutory and non-statutory advocacy for individuals experiencing mental health difficulties. This includes support for people who are detained under mental health legislation or subject to related powers or affected by the Deprivation of Liberty Safeguards (DoLS) under the Mental Capacity Act 2005, as well as individuals who require assistance to understand their rights and participate in decisions about their treatment and care. The service will ensure people are supported to have their voice heard and to engage meaningfully with professionals involved in their mental health care. Lot 2: Care Act Advocacy This Lot covers the provision of independent advocacy for adults who require support to understand and engage with processes under the Care Act 2014. This includes individuals who have substantial difficulty in being involved in care and support assessments, care planning, reviews, safeguarding processes, or other related decision-making, and who do not have an appropriate person to support them. The service will ensure individuals are supported to express their wishes, understand their rights, and participate as fully as possible in decisions affecting their care and support. Lot 3: Children's Advocacy This Lot covers the provision of independent advocacy for children and young people. The service will ensure that children and young people are supported to express their views, wishes, and feelings in decisions that affect their lives. This may include children in care, care leavers, homeless young people aged 16 and 17, and those involved with social care or safeguarding processes. Advocates will support young people to understand their rights, participate in meetings and reviews, and raise concerns or complaints where appropriate. Lot 4: Health Advocacy This lot relates to the provision of advocacy for individuals who need support to understand and engage with health services. The service will help people to express their views, access information about their healthcare options, and raise concerns or complaints where necessary. Advocacy may include support for individuals navigating complex health systems, attending appointments, or understanding treatment choices and their rights within health settings.

The current building has specific spaces for young people e.g. general area, music booth, Craft room, ball pit, physical activity area and tuck shop etc. The Centre was open at differing times each season but generally from 3pm to 7pm Tuesday to Friday (term-time). The Centre was staffed by a manager together with senior and assistant youth workers.

The Council recognise that some young people may need to live in Supported Accommodation and we will strive for them to be placed as close to home as possible where their needs can be best met and where they can feel safe and supported within their accommodation, build resilience and are able to maintain good mental health and wellbeing, and transition successfully into adulthood and are able to live independently. The Council has a statutory duty under the Children Act 1989 to assess the needs of homeless Lincolnshire 16-17 year olds , including Children in Care (CiC), and ensure they are accommodated appropriately. Following a service review, the Council seek to commission Supported Accommodation for this cohort, the contracts for which will be in place from 1st April 2027 for a period of up to 5 years: Lot 1: Lincolnshire Youth Housing Service - 44 units of self-contained accommodation in 3 locations (Boston, Grantham and Lincoln) including 4 units of solo accommodation for more complex young people) - indicative total value over 5 years of £13.57m (inc VAT) Lot 2: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT) Lot 3: Supported Accommodation - 4 units of solo occupancy supported accommodation - indicative total value over 5 years of £4.67m (inc VAT) Suppliers are able to tender for all relevant Lots if appropriate, and will be part of a wider range of Supported Accommodation that includes the Council's in-house provisions and individually commissioned solo Independent Supported Accommodation placements. All Suppliers wishing to tender must be registered with Ofsted as a Supported Accommodation provider in accordance with the Supported Accommodation (England) Regulations 2023. Subject to evaluation, and following the required standstill period, it is anticipated that final tender award will be confirmed in July 2026 - this will offer an adequate implementation period for the successful supplier(s) in advance of the contract(s) start date on 1st April 2027. Following feedback from pre-market engagement, the Council reserves the right to extend the start date for Lot 3 to up to 1st October 2027. Notwithstanding this, all Lots will have a maximum end date of 31st March 2032. Rossendale Borough Council is seeking tenders from suitably experienced and qualified providers to deliver the Rossendale Resettler Support and Signposting Service (LRSSS). The Service will provide free, accessible, in‑person support and signposting to refugees, asylum seekers, evacuees and other individuals who have arrived in Rossendale through forced migration routes. The Service will support service users with a wide range of issues including, but not limited to, economic inclusion, digital inclusion, housing, healthcare, education, language support, access to mental health services, and administrative support. The Service must include a regular, weekly, in‑person drop‑in offer totalling a minimum of six hours per week, delivered during core hours (9am-5pm, Monday to Friday, excluding public holidays). Provision must operate from at least two suitable venues located within the Rossendale borough, including the Bacup/Stacksteads area and the Haslingden area. Venues must be accessible, welcoming and capable of supporting confidential one‑to‑one consultations. The provider will be required to deliver casework, accept referrals from Lancashire Refugee Integration Team and other agencies, manage self‑referrals, and provide ongoing support to service users. The Service must include access to a monthly legal drop‑in delivered by an Immigration Advice Authority (IAA) accredited immigration adviser. The provider will work in partnership with Rossendale Borough Council and the Lancashire Refugee Integration Team and must utilise the Lancashire Asylum Seeker and Resettlement Case Management System to record support provided and monitor outcomes, in line with data protection and information‑sharing requirements. The initial contract period will be 12 months, with an option to extend for up to a further 12 months at the Council's discretion, subject to satisfactory performance and funding availability. The maximum contract end date will be 31 March 2028.

Warwickshire County Council is seeking bids for care home block contracts for Pathway 2 Residential Short Stay Bed block contracts, commissioned for patients whose discharge from hospital is being led by Adult Social Care (currently short stay social care assessments beds and moving on beds). Pathway 2 Residential Short Stay Beds provide short-term residential care for people who are medically optimised for discharge from hospital but are unable to return home, therefore requiring a short stay in a care home setting to support their recovery and time for assessment for future needs. People will stay in the service until their assessment and ongoing arrangements have been determined. Moving On Beds: are for people that are medically fit for discharge and can return home but require further support and time before this can take place. People that use a MOB typically return home once environmental or social issues are resolved and have an average length of stay of 6 weeks. D2A Short Stay Beds: are for people that are medically fit for discharge whose needs have increased since their admission to hospital meaning they are unable to return to their normal place of residence. They require assessment and time to recover to understand their future requirements, whether this is to return home or to go into long term care. People that use a D2A Short Stay Bed have an average length of stay of 4 weeks. The Council is seeking to award approximately 52 D2A short stay beds and 8 Moving on beds across three Place areas in Warwickshire, these being North Warwickshire, Rugby and South Warwickshire.

We expect existing members of the Youth Voice Network to be offered the opportunity to continue in the network, should they wish, to support continuity and the ongoing development of their knowledge and skills, while enabling them to share these with others. Proposals should demonstrate how applicants will balance retaining experienced participants with engaging new young people and introducing fresh approaches.
