The contract will require providers to demonstrate experience of working with vulnerable young people and the ability to deliver a trauma-informed and psychologically informed service. The contract is anticipated to commence on 1 December 2026 for an initial period of three years, with options to extend, subject to performance, funding availability and service review. Bidders will be required to demonstrate clear additionality, value for money and robust arrangements to avoid any duplication of funding or provision. Health, Wellbeing and Night Hub

Durham County Council (the Council) are seeking submissions from suitably experienced and skilled organisations to provide the specified services for the Health, Wellbeing and Night Hub. This includes the Safe Night Hub, Integrated Support Hub and dispersed properties. The main service should be based in one premises which is able to deliver the wrap around support required. The contract will also include the provision of 10 dispersed supported accommodation properties to be used as a step down pathway from the Night Hub. The Health, Wellbeing and Night Hub aims to deliver a preventative, integrated response for adults at risk of homelessness, rough sleeping, or poor health outcomes, particularly those discharged from hospital or unable to safely return to accommodation. The service aims to: •Prevent discharge to the street for eligible adults •Provide immediate, short-term step-down support following hospital discharge •Identify housing needs early and support move-on solutions •Support access to appropriate services such as Housing and homelessness services, Welfare benefits and financial support.GP registration and health appointments (not exhaustive) •Reduce rough sleeping and repeat homelessness •Improve service user engagement with statutory and voluntary services Further details of the requirements are set out in Document 3A Specification which can be accessed free of charge at www.open-uk.org. Permitted Changes to Contract: *Funding for these services is reliant upon the continued availability of funds from both the Council's core budget and The Homeless Prevention Funding. Funding amounts and sources are uncertain over the contract term and therefore DCC may need to invoke either contract modifications or termination as permitted under the relevant sections of the contract terms and conditions. At the Council's discretion, should the Council acquire further funding, including from different sources, additional services may be required and may slightly differ to that detailed in the Specification but will fall under the remit of the Health, Wellbeing and Night Hub service. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. Under this contract, Lot 3 - Pseudo-Framework of Supported Accommodation Providers, will remain open for new submissions throughout the contract period. This Tender Notice is to notify the market of the re-opening of Lot 3. An indicative schedule of evaluation of submissions during the contract period is included in the tender pack. Lot 3 Re-opening: Pseudo-Framework of Supported Accommodation Providers: Ofsted Registered Supported Accommodation Providers to provide accommodation to children in our care. Service provision as and when required, no guaranteed level of services to be delivered under this Lot. Accommodation is to be located in the Tees Valley area. Access to Lot 3 has been extended to Middlesbrough Council. The requirements under this Lot will vary from organisation to organisation. Extension of existing Dynamic Purchasing System (DPS) provider list for the provision of Residential Care for Younger Adults

Nottinghamshire County Council has set up a DPS provider list under the light touch regime of the Public Contracts Regulations 2015 (PCR2015) for the provision of Residential Care for Younger Adults. In line with the transition arrangements under the Procurement Act 2023 (PA23), the Council is extending the DPS period of validity from 31 July 2026 to 31 July 2027, to ensure continuity of service. All other terms and conditions of the DPS remain unchanged.

Cambridgeshire County Council is inviting applications to join our DPS for Individual Service Funds Framework. Cambridgeshire County Council will be able to call-off the DPS. Individual Service Funds (ISFs) were formally introduced in the Care Act (2014), as an option for commissioning self-directed support. They are a mechanism by which a person's personal budget, agreed by a Social Worker, can be held by a third party organisation (i.e. neither by the County Council nor the person) who is a trusted organisation accredited by the County Council to help the person find the care and support they need in the local community, be it access to Homecare, Day Services, a Personal Assistant (PA), equipment needs, live-in care, social prescribing or signposting to other services and voluntary organisations that will help them achieve their agreed outcomes, or indeed a combination of all of the above. It is a form of Self-Directed Support. ISFs are particularly appropriate when people do not feel confident enough or have the capacity to manage the financial and employer responsibilities of a Direct Payment on their own but still prefer to exercise personal choice and control over how their agreed care and support needs are met. Some people who receive a Direct Payment may prefer the support of a local approved ISF Broker who can assist the person with support to plan their activities and care but would not themselves hold the budget responsibility this is why the ISF service requirements include separate clauses relating to: -providers delivering care and brokerage support (Lot 1 of the ISF Dynamic Purchasing System), and -providers brokering care and support delivered by other providers (Lot 2 of the ISF Dynamic Purchasing System).
