Peterborough City Council is tendering for a Community Navigator and Well-being service, which aims to maintain and improve the health, wellbeing and independence of eligible adults in Peterborough. The service delivers an early intervention and prevention approach that focuses on people and their community's capacity to self-care and manage as the first option. The objective is to reduce the risk or deterioration of the person and subsequent increased reliance on statutory services. This service is part of a larger programme, the Front Door Reviews and Community Offer "which aims to deliver cost reductions and better long-term outcomes by supporting people through reviews and initial care/support planning, focusing on needs that can be met without formal care both at first contact and review. The Service will contribute to the Prevent, Reduce, and Delay agenda in a whole system approach contributing to reducing untimely and inappropriate use of Health and Social Care services. The contract will be for 2+1 years. Regarding Local Government Reform: Local Government Reorganisation (LGR) is the process in which the structure and responsibilities of local authorities are reconfigured. The Government has set out plans to move away from the current two-tier system of district and county councils in England, which is relevant to Cambridgeshire County Council, the five district councils in the county (Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council and South Cambridgeshire District Council), and Peterborough City Council as a neighbouring unitary council. Therefore, from 1 April 2028, the current seven councils in Cambridgeshire and Peterborough will be replaced and no longer exist. Rather than dealing with separate county, city and district councils, residents will access all services through a unitary council(s). At this stage, no decisions have been made on how many unitary councils will cover the county and which geographical areas they will cover. Throughout the LGR process, the Authority's focus will remain on delivering essential services across Peterborough. Potential changes may occur during the term of the contract, and although the contract is likely to transfer to any new unitary authorities by statutory instrument or by agreement on LGR, the contract may need to be amended to reflect the new geographical, financial and contract scope. Therefore, to ensure the contract may adapt upon implementation of LGR and modify to reflect the implications of LGR, we state within this procurement documentation of the intention to rely on Section 74(1)(a) and Schedule 8(1) of the Procurement Act 2023 to permit modification of the of the contract (if modification is considered necessary), to reflect new geographical, financial and contract scope accordingly. Please note we cannot precisely confirm any modification, if any, to the geographical, financial and contract scope at this stage, and any proposed modification, if agreed, shall not be implemented until 1 April 2028 at the earliest. Appropriate Adult Service for Hampshire, Portsmouth, Southampton and Isle of Wight

Hampshire County Council in collaboration with Southampton City Council, Portsmouth City Council, Isle of Wight Council, and the Police and Crime Commissioner for Hampshire and Isle of Wight are looking to establish contracts with a single provider to deliver an Appropriate Adult Service for children and vulnerable adults across Hampshire, Southampton, Portsmouth, and the Isle of Wight The Service will provide persons acting as an Appropriate Adult (AA) for children and young people (in the absence of the parent, guardian or, if the child/young person is in the care of a local authority or voluntary organisation, a person representing that authority or organisation, or a Social Worker) and vulnerable adults (in the absence of a relative, guardian, other person responsible for their care or any appropriate friend or other suitable adult) in custody at a police station or other place. The Service will be required in Hampshire, Southampton, Portsmouth and the Isle of Wight. The Service will also provide AA for Unaccompanied Asylum-Seeking Children who are requiring an age assessment to be undertaken by Children’s Services in situations where the age is in dispute. Requirements for Age Assessments are only relevant for Hampshire County Council. In the last 12 months the Council has had 80 age assessments where an appropriate adult was required. To support interested suppliers the Authorities are sharing the most recent annual volumes to act as a guide to the indicative levels of demand for this service. .This is an indicative figure and the Authorities offer no guarantee around any levels of work. The successful supplier will meet the demand inline with the requirements of the specification for the tendered price. 1. Total Usage 10,450 hours of which 2. Crisis Resilience Fund - Eligibility & Resilience Services

The Crisis and Resilience Fund replaces the Household Support Fund and is intended to provide crisis support to households experiencing financial hardship, helping residents meet essential living costs and build longer‑term resilience. Local Authorities are required to deliver support quickly, transparently, and in a way that maintains accountability for public funds. The Fund is intended to cover a wide range of low-income households in need including pensioners, unpaid carers, care leavers, disabled people, families with children of all ages, and single-person households, and those struggling with one-off financial shocks or unforeseen events. In line with the grant criteria, the funding should be allocated across two strands: • Crisis Payments: A cash-equivalent approach to meet urgent needs (food, utilities, essential goods). This should be a multi-channel application-based process, allowing for individuals to self-refer. The fund should be available year-round, with flexible eligibility for low-income households and those facing a financial shock. Crisis payments should be person centred, trauma informed and needs based. • Resilience Services: Initiatives to build financial resilience for individuals and the community and includes services such as debt advice, income maximisation, savings advice and affordable credit. • Community Coordination: Investment in activities that connect and enhance the local support landscape - strengthening partnerships, referral pathways, and local welfare ecosystems. To deliver Crisis Payments and comply with the DWP guidance, there is a need for a robust digital payment solution that can deliver payments through multiple channels and support multiple delivery routes, including payments being made by trusted professional partners, internal teams and other commissioned providers. The payment system must reduce administrative burden, enable consistent controls across schemes, be accessible and provide accurate management information for local oversight and DWP reporting. The commissioning of a dedicated payment system will ensure the Council and trusted partners can deliver crisis payments at pace, scale provision to meet fluctuating demand, deliver payments in the most appropriate way for individuals and maintain strong governance and assurance throughout the life of the programme. The CRF Programme will run initially until 31 March 2029. HCC’s allocation for 26/27 is £11.3 million. Local authorities have the discretion to use the funding in various ways to support vulnerable households, including the distribution of crisis payments. Initial estimates indicate that up to 30% of HCC’s allocation will be used for this purpose.

Recovery Communities and Ambassadors

The Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services. In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability. People with drug and alcohol needs, whether they are accessing support or not, are among our most vulnerable residents. Substance use can have a profound impact on health, families and local communities. Individuals are often marginalised and stigmatised by communities, services and employers, and this stigma creates additional barriers to seeking help, sustaining recovery, improving quality of life and participating fully in community life. A priority for the Hampshire Strategic Drug and Alcohol Partnership (HSDAP), led by Hampshire County Council Public Health, is to reduce stigma and strengthen local systems so people can seek help early, recover, and participate fully in community life. Engagement and co-production with people with lived experience of drug and/or alcohol dependency is central to this programme of work. In 2025 Hampshire County Council undertook a literature review to identify evidence-based interventions to address drug and alcohol related stigma. This review indicated there is significant potential to reduce stigma through facilitating contact and connections with people with lived experience. There is also growing evidence on the effectiveness of peer support programmes in the community to enable longer term recovery. Hampshire County Council have an established Recovery Ambassador programme to develop recovery communities in Havant, Gosport and Fareham districts. Recovery Ambassadors are people with experience of drug /alcohol dependence who are now in recovery, and with training and support, are able to use their experience to help, engage and inspire others to choose or maintain their recovery from drug and/or alcohol use.

The Service is designed to provide community advice regarding prevention, and support, advice and information to Individuals with a diagnosis of dementia, their family and Carers, from diagnosis to end of life. The Service supports The Care Act 2014 prevention agenda, as well as having a strong emphasis on supporting people to live happy, healthy and active lives in their own communities, maximising independence, promoting health and wellbeing and providing support to remain safe in their own homes and communities for as long as possible. It is anticipated that the Service contract will commence on the 1st April 2027 for a period of three (3) years (to 31st March 2030) with an option to extend for a period or periods of up to 24 months (up to 31st March 2032). Preliminary Market Engagement was not conducted for Dementia Community Support, Advice and Information as there are set requirements for the Service that are not negotiable. The Greater Manchester Combined Authority (GMCA) intends to commission the Safe Transitions: New Community Guidance Project, designed to improve access to information, strengthen integration outcomes and reduce the risk of homelessness among newly granted refugees and other migrant communities across Greater Manchester. Greater Manchester currently hosts over 8,500 people living in asylum support accommodation (June 2025). Evidence indicates that people with asylum backgrounds are disproportionately represented within homelessness and rough sleeping services, often due to limited understanding of UK systems, fragmented transition support and barriers to accessing housing, welfare and local services. The proposed service will focus on three key areas of delivery. Accessible Guidance Resources Development of accessible, multilingual guidance resources in a range of formats, including written materials and multimedia content, covering rights, entitlements, healthcare, housing, public services and everyday life in Greater Manchester. Information Briefings and Early Support Delivery of regular information briefings within asylum accommodation and community settings to improve preparedness, wellbeing and engagement with support services. System Engagement and Partnership Development Collaborative work with local authorities, statutory agencies, VCFSE, and other partners to promote the guidance resources, support consistent messaging and strengthen support pathways for new residents. The project aims to prevent homelessness, reduce pressure on public services, support independence and inclusion, and improve the consistency and accessibility of information available to refugees and other forced migrant communities. Delivery is expected to be trauma-informed, culturally competent, person-centred and shaped by lived experience. Total contract value is £307,691.66, with delivery running from 1 October 2026 to 31 March 2029.

GMCA1983 Safe Transitions - Refugee Lodging Scheme

The Greater Manchester Combined Authority (GMCA) intends to procure the next phase of the Safe Transitions - Refugee Lodging Scheme, designed to prevent homelessness among newly recognised refugees and support long-term independence and integration. Greater Manchester currently accommodates a significant asylum population, with more than 8,500 people living in asylum support accommodation as of June 2025. Following receipt of refugee status, individuals have only 42 days to leave Home Office accommodation and secure alternative housing. Many face barriers including limited knowledge of UK systems and entitlements, restricted access to local authority housing support for non-priority needs, financial constraints, lack of documentation and challenges accessing the private rented sector. The commissioned service will provide a structured, trauma-informed and person-centred temporary lodging pathway through three core areas: Refugee Support: Matching refugees with resident landlord placements and providing wraparound support to access housing, benefits, employment, education, English language provision, healthcare and community networks, alongside preparation and move-on into longer-term accommodation. Resident Landlord Recruitment and Support: Recruiting and supporting resident landlords through targeted engagement, guidance, dispute resolution, financial administration (where applicable) and responsive helpline support, including out-of-hours assistance. Partnership Development: Strengthening collaboration with local authorities, voluntary and community organisations, and education or training providers to improve support pathways and sustainable move-on options. The service aims to reduce homelessness and pressure on local services while improving integration, independence and coordinated multi-agency support for refugees across Greater Manchester. The initial contract value is £77,270 to March 2027, with potential extension to March 2028 until March 2029, bringing the maximum total value to £294,545.87. North Kensington Recovery: Wellbeing Support Lead
