NextGen Youth

Royal Borough of Greenwich

The Royal Borough of Greenwich is undertaking a procurement to commission high-quality services for children and young people through the delivery of the NextGen Youth. These services will form a central part of the Council's approach to supporting children, young people, and their families aged 5-19 (and up to 25 for those with Special Educational Needs and Disabilities - SEND), giving every child the best start in life. The procurement seeks to deliver innovative, accessible, and inclusive youth services that promote positive outcomes, strengthen communities, and respond to the diverse needs of young people across the borough. The commissioned services will provide safe spaces, trusted support, and opportunities for personal development, participation, and wellbeing, aligned with the priorities set out in the Council's Children and Young People Plan. The NextGen Youth service will form part of a broader integrated NextGen Greenwich offer to support the health and wellbeing of children, young people and their families in the borough. The Council is intending to let a single contract for the provision of NextGen Youth. The estimated commencement date shall be 1 October 2026, with an initial end date of 30th September 2031. At the sole discretion of the Council the Contract may be extended to 31 October 2035.

Strategic Partner to Operate 2 Residential Children's Homes in Bath & North East Somerset

Bath & North East Somerset Council

B&NES Council has embarked on an ambitious project to deliver 2, 4-bed children's homes for children aged between 11 and 18 who have autism and complex needs associated with social, emotional and mental health needs. The homes will be co-located with, but entirely separate from, a new 30-place special school which will be operated by a single/multi-academy trust. It is anticipated that many, if not all, of the children will attend the co-located school. A building for both the homes and the school has been identified in Keynsham, by utilising the closure of the care home Charlton House (post code BS31 1BF) which is under the ownership and management of the LA. The programme to design and build the newly re-furbished, and bespoke, high-quality children's homes is underway. A public consultation was completed before Christmas, and we have commenced the procurement process to appoint contractors. B&NES Council is looking to commission a single provider to operate the two residential children's homes, working as a close, strategic partner to ensure that public money is utilised to provide quality, outcome focused provision. The two homes will each offer accommodation for four children/young people, with sleep-in staff provision, living and support spaces and a house garden. The services are expected to commence 1st September 2027. There is currently no SEND residential provision in B&NES that caters for our most complex and vulnerable children. Consultation with our parents and carers has highlighted the priority of bringing children closer to home and to their families. Many of the children in the residential homes will continue to have close contact and relationships with their families. By providing these homes in the local area, parents/carers can remain fully involved in all aspects of their child's care for example attending all medical appointments, meetings in person etc. Charlton House is also a five-minute walk away from the social care teams based at Keynsham. It is adjacent to a range of local amenities and activities allowing opportunities for socialisation and for engagement with the wider community. All of which will the improve safety and wellbeing of the children and young people and enhance preparation for adulthood. Potential providers must already operate existing Ofsted Registered Residential Children's Homes to demonstrate their knowledge and competence of successfully achieving Ofsted Registration and delivering an Ofsted compliant service, and be able to demonstrate specialist experience, qualification and knowledge regarding the care of children and young people with Autism and complex needs. Provision of supported accommodation for single homeless people, rough sleepers and people at risk of rough sleeping (Clare House)

The Council of the Borough of Kirklees

Kirklees Council are looking to procure a housing related support service for Single Homeless, Rough Sleepers and those at risk of rough sleeping in a Homeless Place of Change Accommodation setting. The Service will be required to meet the needs of Service User with complex needs, who are most marginalised from society and disengaged from statutory or voluntary agencies who are able to provide the help and support they require. The Service will involve the provision of supported accommodation services constantly throughout the Contract Period and equip Service Users with the necessary skills to move on to independent living. The site of the supported accommodation (the "Premises") will be at Clare House, 19 Clare Hill, Huddersfield HD1 5BS. The successful Service Provider will be expected to enter into a management agreement with the Landlord of the Residence to carry out Housing Management functions, such as completing tenancy agreements, collection of rent and making day to day repairs. This agreement will also include the Service Provider's license to operate within the Residence. The Service Provider will receive a predetermined fee from the landlord for carrying out this function. The Premises will provide 22 units of en-suite accommodation with communal and training facilities over 3 floors. These will be in clusters of four units around a communal kitchen and living area for each cluster. Two of the en-suite units will be available for use as "crash pads" for accommodating emergency referrals to prevent rough sleeping. One of the cluster units on the ground floor will be wheelchair accessible. The Premises will be staffed 24 hours a day with office space and interview rooms, a medical room for specialist interventions by health care services and an IT suite. 3 flexible training spaces (capable of becoming one big space) will provide facilities for various support activities, skills development and one off intervention services, and also to accommodate winter/bad weather habitual rough sleepers. A large storage void is provided in the basement. A workshop accessible from the outside is available for targeted training in practical work-based skills. A communal laundry and training kitchen is also provided, as well as a smoking shelter and dog kennels in the gardens. The Premises is spread over a lower ground floor (rear garden level), upper ground floor (street level) and a first floor, with communal facilities on the upper ground floor (street level). These facilities will also be available to specified clients outside the project, and to external agencies to use for the benefit of preventing homelessness and enabling change. The building will be access controlled via a thumb print reader system to control access into the various areas. The Landlord of the Premises is Home Group, a registered society under the Co-operative and Community Benefit Societies Act 2014 (registered number 22981R) and with the Regulator of Social Housing (No. L3076). The anticipated commencement date for the Contract is 1st November 2026. The anticipated expiry date for the Contract is 31st October 2031, with the option to extend for a further five (5) x twelve (12) months to 31st October 2036. The estimated value of the Support Service to be awarded is approximately £366,498 per annum, exclusive of Value Added Tax

Adult Supported Living - Procured Service Arrangement (PSA) Phase 12

South Lanarkshire Council

The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

Extension of existing Dynamic Purchasing System (DPS) provider list for the provision of Residential Care for Younger Adults

In line with the transition arrangements under the Procurement Act 2023 (PA23), the Council is extending the DPS period of validity from 31 July 2026 to 31 July 2027, to ensure continuity of service. All other terms and conditions of the DPS remain unchanged.

Cambridgeshire County Council is inviting applications to join our DPS for Individual Service Funds Framework. Cambridgeshire County Council will be able to call-off the DPS. Individual Service Funds (ISFs) were formally introduced in the Care Act (2014), as an option for commissioning self-directed support. They are a mechanism by which a person's personal budget, agreed by a Social Worker, can be held by a third party organisation (i.e. neither by the County Council nor the person) who is a trusted organisation accredited by the County Council to help the person find the care and support they need in the local community, be it access to Homecare, Day Services, a Personal Assistant (PA), equipment needs, live-in care, social prescribing or signposting to other services and voluntary organisations that will help them achieve their agreed outcomes, or indeed a combination of all of the above. It is a form of Self-Directed Support. ISFs are particularly appropriate when people do not feel confident enough or have the capacity to manage the financial and employer responsibilities of a Direct Payment on their own but still prefer to exercise personal choice and control over how their agreed care and support needs are met. Some people who receive a Direct Payment may prefer the support of a local approved ISF Broker who can assist the person with support to plan their activities and care but would not themselves hold the budget responsibility this is why the ISF service requirements include separate clauses relating to: -providers delivering care and brokerage support (Lot 1 of the ISF Dynamic Purchasing System), and -providers brokering care and support delivered by other providers (Lot 2 of the ISF Dynamic Purchasing System).
