LOT 1 Home and Community Based Outreach Support Services:delivering personalised support both in the family home and enabling disabled children to access their local community, facilities and services. This includes support to access and use universal services offered to all children and young people. LOT 2 Specialist Outreach Support: Offer a structured program of social, recreational, and developmental activities suitable for children with a wide range of disabilities, including severe learning disabilities, autism, sensory impairments, and physical disabilities. Provide specialist support for children with complex health needs, including those, mobility assistance, increased supervision and monitoring, or behavior management strategies . Lot 3 Group Based Support:- group activities will include age appropriate social activities that will take place either within specially designed provision for disabled children and/or through outings and support to access universal activities, facilities and services. This will include Holiday Play Schemes, Weekend activities and After School/Evening activities. LOT 4 Domiciliary Care - services delivering personal care for disabled children in their own homes. These activities will support disabled children to get ready for their day ahead or preparing for bed. LOT 5 Overnights - overnight services for disabled children delivered at any point in a suitable residential-style setting within easy access of children and their parents living in the London Borough of Hackney. This provision will require providers who have an existing Ofsted registration for overnight short breaks and already have registered properties. Overall, we are looking for providers who will work in partnership with the Local Authority to embed Systemic, Trauma Informed and Anti Racist Practice within their service delivery, promoting psychological safety, inclusion and collaboration with children and families. Through this framework, Hackney is focused on driving up quality and improving outcomes, supported by robust contract management, performance monitoring and reporting. This approach will strengthen accountability, support continuous improvement and ensure measurable impact in line with Hackney's statutory duties under the Children Act 1989, Children and Families Act 2014 and Equality Act 2010. Conditions of Participation a/Conditions of Participation: Overnights Provision Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Overnights Provision Lot. Over the past 3 years we have used a third sector organisation to facilitate grants, whilst this has been successful in reaching many groups and unpaid carers, the governance and links to statutory services has been limited and caused a number of challenges. Therefore, a new model for the next 3 years is suggested: Utilise a third sector organisation with established links to unpaid carers to fund: 1. This element should be viewed as a single component with 2 parts: a) A Short Breaks Community facilitator (approx. £40k) to understand the range of services and groups available, including UK, Wales wide and local schemes. They will provide a ‘what matters’ type conversation and be able to link the unpaid carer to existing short break opportunities as well as facilitate small grants/short breaks directly for unpaid carers where appropriate through the conversation. The process for this will need to be developed in collaboration with the unpaid carer Information Advice and Assistance services (in both Cardiff and Vale of Glamorgan). b) To enable the Short Breaks Community facilitator to meet those with the most significant need there will be funding for direct short breaks for unpaid carers through the Short Breaks facilitator (approx. £20k)– this may be to pay for a hotel break, activities, experiences, a hobby or an item which would be deemed a ‘break’ (not household). This may also be to fill an identified gap or need in a local community, for example 10 people in an area need a peer support group so the facilitator will work with other local groups to establish one and may cover associated revenue costs. 2. Funding for 3rd sector grants (approx. £80k) to support the third sector to deliver a variety of offers for unpaid carer in relation to Short Breaks, including but not limited to regular peer-support groups. The funded organisations should work in coordination with the Short Breaks facilitator so there is a variety of offers and so the facilitator can identify where there are gaps in the funded 3rd sector provision and provided offers to fill those gaps.

Aster provides Technology Enabled Care (TEC) services across a range of grouped living, sheltered and extra care schemes, supporting residents through Hard-Wired alarm systems, Digital Alarm Units (DAUs), dispersed TEC devices and emergency call-handling arrangements. As part of the national digital switchover, all analogue systems must transition to digital-ready solutions by 2027. This requires a coordinated approach across both the maintenance of physical TEC equipment and the delivery of monitoring and alarm receiving services. Lot 1 covers the maintenance, servicing, repair and future upgrade of Aster's Hard-Wired alarm systems, DAUs,smoke detection and fire panels within dwellings. The Contractor will support Aster in ensuring equipment reliability, minimising downtime, maintaining accurate asset data and enabling a smooth transition from analogue to digital-ready systems. These services play a critical role in ensuring that residents can raise alerts safely and consistently. Lot 2 covers Monitoring and Alarm Receiving Centre (ARC) Services. The ARC is responsible for receiving alarm activations, responding to calls, triggering appropriate actions and supporting residents in emergency and welfare situations. The ARC provider will also be responsible for onboarding new TEC users, including configuring monitoring profiles, ensuring alarms route correctly and maintaining up-to-date service user information. In addition, the ARC provider will be required to deliver a suite of performance and operational reports that enable Aster to review service outcomes, monitor compliance, identify trends and assure resident safety. Tenderers must therefore clearly outline the reports they propose to provide as part of their response. The ARC must provide key industry updates from the TSA. Together, the Lot 1 and Lot 2 services form an end-to-end TEC operating model that ensures residents receive a safe, reliable and digitally resilient service. Aster is seeking partners who can support this transformation, safeguard service continuity through the digital migration period and deliver a high-quality resident experience.
