Family Domestic Abuse Support Advisors

Cornwall Council is recommissioning the Family Domestic Abuse Support Advisor (FDASA) Service, with a new contract expected to begin January 2027. The FDASA model provides a small team of specialist domestic abuse workers who are based within Family Help teams to offer short-term, focused support to families where domestic abuse is a primary concern. Their role is to increase safety, improve understanding of risk, and support access to wider domestic abuse services, while working alongside—rather than replacing—Children’s Social Care. The service includes a supervisor/team lead to ensure consistency and coordination.

Parents As First Teachers

Cornwall Council

Cornwall Council is commissioning a Parents as First Teachers (PAFT) service, an evidence-based, trauma-responsive home learning programme that supports families to improve children’s early development, strengthen parent-child attachment, and enhance the home learning environment. As part of Cornwall’s Early Help and Family Hubs offer, the service will provide targeted home-based support to families most at risk of poorer outcomes, with a focus on improving school readiness and reducing inequalities. Delivery will prioritise families in Camborne & Redruth and St Austell, Newquay & Clay Country, particularly those with children aged 3–4 years, emerging or confirmed SEND, limited access to funded childcare, or experiencing trauma and adversity. Support will be delivered through structured home visits using the accredited PAFT curriculum and in partnership with Family Hubs, Health Visiting, Speech and Language Therapy, Early Years Inclusion, and other Early Help services.

Resilience, Inclusion, Strengths and Enablement (RISE)

The Resilience, Inclusion, Strengths and Enablement (RISE) model will commission short term, trauma informed prevention and enablement services for adults with support needs related to homelessness, mental health, drug or alcohol use, neurodivergence or learning disabilities. The services will help people to find and sustain a home, build practical life skills, improve wellbeing, develop emotional resilience and feel connected within their community.
