The Council has an on-going requirement to procure Adult Supported Living Services. The Services will support vulnerable adults to live in their own homes and to play an active part in their communities as much as they are able. The Self-Directed Support (SDS) regulations offer Supported Persons a choice of provider to an extent not available through a Framework or a Dynamic Purchasing System (DPS) therefore the Council is utilising an innovative Procured Service Arrangement (PSA) under the Light Touch Rules contained in Regulations 74 – 76 of the Public Contract (Scotland) Regulations 2015. The PSA will allow providers to be added over its 15 year term, this will facilitate Supported Person's choice.

Commissioning Homes for Children Looked After & Care Leavers PDPS - Lot 3 Rd 4

The London Borough of Newham has established a Pseudo-Dynamic Purchasing System (PDPS) for the supply of services in respect of children's externally commissioned care, accommodation and support services. The services include: Lot 1: Provision of Semi-Independent Living Services - already established Lot 2: Provision of Children's Homes regulated by Ofsted - already established Lot 3: Provision of Supported Lodgings Lot 4: Provision of Independent Fostering Agencies (IFA) regulated by Ofsted Potential Suppliers are invited to Tender for one or more of the Lots. This PDPS is open for use to the following (and subject to Section 3 Scope of Agreement of LAC PDPS Agreement Processor): • any Public Body outlined in either Part I or Part II of the Local Authorities (Goods and Services) (Public Bodies) Order 1972. Details of these can be found at http://www.legislation.gov.uk/uksi/1972/853/made The Procurement is being procured by the Authority for the benefit of the Authority and the Partner Organisations. The procurement is being conducted in accordance with the Public Contracts Regulations 2015. The procurement is subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (Suppliers). The Authority has created a tender process outlined below, as part of the PDPS applying the award criteria specified in this contract notice. Any interested organisation/consortium with relevant experience may submit a Bid in response to this ITT. The Council is using the one stage procedure for admission onto the PDPS The Light Touch PDPS will be conducted in staged Rounds. Rounds will open and close throughout the lifetime of the PDPS at the Authorities discretion. Following on from this, each Round will be open to new or previously unsuccessful Suppliers to submit their bid. This means that applications can be submitted throughout the duration of the PDPS, but the Council will only process the applications as and when the round is closed. Please note the length of Rounds will vary throughout the lifetime of the PDPS. The Council intends to publish further opportunities as part of its Rounds, during the lifetime of the PDPS, relating to Children's commissioned care, accommodation and support services, for example the Provision of Supported Lodgings and the Provision of Independent Fostering Agencies (IFA) regulated by Ofsted. Further Rounds will be communicated within the tender documents at time of publication. Any changes to the procurement Timetable shall be notified to all Tenderers as soon as practicable A Supplier wanting to join the PDPS will be required to apply through the Council's procurement e-tendering portal; Fusion. Suppliers who are unsuccessful in a specific Round may apply to be admitted to the PDPS in a subsequent or later Round The Council will add Potential Suppliers to the PDPS throughout its duration, providing Potential Suppliers meet the requirement as outlined in the ITT and submit an Application, which is found to be compliant.

Extension of existing Dynamic Purchasing System (DPS) provider list for the provision of Residential Care for Younger Adults

Nottinghamshire County Council has set up a DPS provider list under the light touch regime of the Public Contracts Regulations 2015 (PCR2015) for the provision of Residential Care for Younger Adults. In line with the transition arrangements under the Procurement Act 2023 (PA23), the Council is extending the DPS period of validity from 31 July 2026 to 31 July 2027, to ensure continuity of service. All other terms and conditions of the DPS remain unchanged.

Cambridgeshire County Council is inviting applications to join our DPS for Individual Service Funds Framework. Cambridgeshire County Council will be able to call-off the DPS. Individual Service Funds (ISFs) were formally introduced in the Care Act (2014), as an option for commissioning self-directed support. They are a mechanism by which a person's personal budget, agreed by a Social Worker, can be held by a third party organisation (i.e. neither by the County Council nor the person) who is a trusted organisation accredited by the County Council to help the person find the care and support they need in the local community, be it access to Homecare, Day Services, a Personal Assistant (PA), equipment needs, live-in care, social prescribing or signposting to other services and voluntary organisations that will help them achieve their agreed outcomes, or indeed a combination of all of the above. It is a form of Self-Directed Support. ISFs are particularly appropriate when people do not feel confident enough or have the capacity to manage the financial and employer responsibilities of a Direct Payment on their own but still prefer to exercise personal choice and control over how their agreed care and support needs are met. Some people who receive a Direct Payment may prefer the support of a local approved ISF Broker who can assist the person with support to plan their activities and care but would not themselves hold the budget responsibility this is why the ISF service requirements include separate clauses relating to: -providers delivering care and brokerage support (Lot 1 of the ISF Dynamic Purchasing System), and -providers brokering care and support delivered by other providers (Lot 2 of the ISF Dynamic Purchasing System). Dynamic Purchasing System for the Provision of Domiciliary Care Services in Powys

The Council is inviting contractors to join a Dynamic Purchasing System (DPS) for the Provision of Domiciliary Care Services in Powys. The initial period for the DPS was 10 years, with an option to extend for a further 5 years. However with the introduction of new Procurement Act 2023, there is a requirement for DPS's established under PCR2015 to end by 24th February 2029. The DPS has been paused for a period of review which is now complete and the Council is re-opening the DPS for providers to apply to join. The Council will assemble and maintain an approved list of contractors for the Provision of Domiciliary Care. Providers are required to be registered with the Care Inspectorate Wales (CIW) to provide domiciliary support services in the Powys regional partnership area. The DPS will remain open so new providers can complete the Pre-Qualification Questionnaire.
